David Kelley, President

David Kelley, Vice President

David Kelley has over 25 years of Mental Health and Behavioral Health Experience. Mr. Kelley began his career in 1988 as a Mental Health Aid at the North Texas State Hospital while working his way through college. After earning his bachelor’s degree he was employed at Helen Farabee Centers as a Case Worker on the first ACT Team in Wichita Falls. He served on the Employee Advisory Committee and held several positions during his time at HFC, including Quality Management, where he audited MH and IDD facilities in 19 counties.

He spent 13 years with The Wood Group where he was the Chief Operations Officer. He was responsible for more than 30 programs across the state of Texas, including Mental Health/IDD Residential Programs, Crisis Hotline, After Hour Screening Programs, MH rehabilitation programs and 24-7 on call. He resigned in 2013 to oversee operations of his business.

David and his wife Debra have been married for 22 years and they own 3 Sport Clips locations in Wichita Falls and Lawton. Debra is a Professor at MSU in the Dental Hygiene Program. David is very proud of his son Taylor who is currently attending MSU and his daughter Payton who plays Varsity Soccer and is a Varsity Cheerleader at WFHS. David is a member of NAMI, First Baptist Church, Resource Wichita Falls, Network Lawton, Rotary Club and currently serves on the Cosmetology Advisory Committee.

David is a long time resident of North Texas (Born and raised in Vernon, lived and worked in Wichita Falls since 2002). David has a Bachelors degree in Business from Wayland Bapstist University, as well as an MBA from Wayland Baptist University. David is the Business Development/Social Media Director at CRANE | WEST in Wichita Falls, TX. He has over 15 years of marketing and advertising expertise, supporting numerous industries including telecommunications, health/medical, financial, retail and wholesale distribution, food service, technology and non-profits.

David is an active member of his church, serves on their mission endeavors/evangelism council, member of the Wichita Falls Optimist Club, Young Professionals of Wichita Falls, and Leadership Wichita Falls. He is blissfully married to his high school sweetheart, Kristin, and is honored to be Daddy to a beautiful 7 year old daughter and a rambunctious 4 year old son.

Jerry Parker, Treasurer

Jerry Parker is the CEO of The Wood Group.  Mr. Parker earned his B.A. from Midwestern State University in 1977 and his M. A. from Southwestern in 1981. He has served as Chief Executive Officer for The Wood Group since 1987 and is responsible for the development and implementation of programs and services provided.

He has served as past president and board member of the Mental Health Association of Wichita County. Mr. Parker served three years on the NAMI State Board of Directors and is the former Vice President of NAMI of Wichita County. He served many years on the Board of Texas Homeless Network. He is a past board member of the State Board of Directors for the Mental Health Association of Texas and for the Board of Directors for the South Texas Behavioral Health Partnership. He is a member of the Alliance for the Mentally Ill, National Rural Mental Health Association, National Association of County Behavioral Health and Developmental Disability Directors, Texas Corrections Association, and American Association of Intellectual and Developmental Disablilities.

In 1995, he was the recipient of the Helen Farabee Award for outstanding volunteer services to the mentally ill of North Texas. Mr. Parker is starting his 13th year on the National Board of Directors for the National Association for Rural Mental Health. He has served two years as president of NARMH and also serves on the board of directors for NACBHDD.

Roddy obtained his Bachelor of Science in Psychology in 1980 from Midwestern State University.  He continued his education at MSU and earned his Master of Education Degree in Counseling in 1987.

Over 36 years of clinical and administrative work in public mental health, substance abuse, and intellectual disability services. Executive Director of Helen Farabee Centers since July 1997. Helen Farabee Centers, based out of Wichita Falls, TX, provides mental health, substance abuse, and intellectual disability services to 19 counties covering over 16,665 square miles. The center has an annual operating budget of $20 million and serves over 10000 people annually. Currently lead or work on several statewide and national groups, collaborating with State and Federal agency heads and legislators regarding advocacy, legislation, policy development and implementation, technology, quality management, and clinical program implementation. Locally, has served on various non-profit boards and community coalitions.

Roddy has been recognized by the Texas State House of Representatives with H.R. No, 439 on February 26, 2009 for his career in working to improve the lives of citizens in North Texas dealing with mental illness and intellectual disabilities.

He was also selected by the West College of Education, Midwestern State University, as Outstanding Alumni for 2013.

Roddy has been married to my wife, Nancy Atkins, for almost 38 years. Have two children, Kelly Atkins and Bryan Atkins.

P. Benay Ayers, Board Member

Benay Ayers is a CPA in private in Wichita Falls for over 30 years . Her practice includes tax preparation for individuals, partnerships, trusts, corporations, and nonprofit entities, consultation to attorneys, banks and employers in all areas of taxation, and consultation and accounting services provided in the area of retirement planning, including employee benefit plans and individual retirement accounts. Her BBA is from Midwestern State University. She has served as President of local nonprofits, such as the Rotary Club and the Wichita Chapter of CPA’s, and as a board member of several other organizations.

David Farabee is a native of Wichita Falls, Texas. He earned a Bachelor of Arts from Midwestern State University and began his career as an insurance agent thirty years ago at 20 years of age. He is currently Vice President and Partner of Boley-Featherston Insurance Agency in Wichita Falls and has earned the professional designations of LUTCF and Chartered Life Underwriter.

In 2011 David completed his sixth term in the Texas Legislature. David was named “Texoma’s Best “ three times by the readers of the Times Record News because of his commitment to constituent service while serving in the Texas Legislature. Prior to his public service in the Texas House of Representatives, David served as the At-Large Member of the Wichita Falls City Council from 1989-1993. David’s prior community service includes: Chairman of the Small Business Council for the Wichita Falls Chamber of Commerce and Industry, Chairman of Friends of Hospice Wichita Falls, Chairman of Child Care Incorporated of Wichita Falls,Chairman of the Board of Child Advocates, Chairman of the Board of the Helen Farabee Regional Mental Health and Mental Retardation Centers, Board Chair for the North Texas Area United Way and has been President of the Wichita Falls Optimist Club.

David has served as President of both the Texoma Association of Health Underwriters and the Wichita Falls chapter of the National Association of Insurance and Financial Advisors. David is now committing 100% of his time to his insurance practice servicing the life and health insurance needs of friends and associates.

Wendy Risner

Wendy has been a counselor at Rider High School for 8 years, and is a Licensed Professional Counselor.  She is currently pursuing her doctorate degree in Counselor Education through Texas Tech University.

She enjoys working with adolscents, and has been a counselor at a junior high and at a psychiatric hospital.

Wendy has a precious little boy who is in the 2nd grade.
